HEART Tokushima

HEART Tokushima is a registered no-kill animal shelter in Tokushima, Japan. Susan Mercer, originally from Canada, founded it in 2006 after rescuing stray kittens and realizing there were no no-kill shelters in the area, where 90% of stray animals were euthanized. In 15 years, HEART has saved over 2,000 lives, offering spay/neuter services and rehabilitation for rescued animals. Susan’s story inspires us because of her courage to create a shelter against cultural norms, navigating complex rules and a foreign language—all to stand up for animals that would otherwise be overlooked or euthanized. Her work reminds us why animal welfare matters and is the proof of how the profound impact one person’s determination can have on countless lives.
